So we see that mere human wisdom does not know how to choose what is best any more than if any one were to cast lots and do as the lot fell. But the gods, my son, the eternal gods, know all things, both what has been and what is and what shall come to pass as a result of each present or past event; and if men consult them, they reveal to those to whom they are propitious what they ought to do and what they ought not to do. But if they are not willing to give counsel to everybody, that is not surprising; for they are under no compulsion to care for any one unless they will.
